How about instead of just one stair event make a 3 sections easy medium and hard and have 2 in each section that way once somebody completes one they still have others to do. and maybe you could have rewards at the end of the medium and hard ones.

or put a NPC at the end of every stair part, then they haft to get to the end of that stair to be able to start of the quest on the next stair and so on...

at the end of the last stair have an NPC that finishes the quest with choice of weapons and armor

The first quest that started it all is re-doable
