or you have to be exaled with all alliance reps (if ally) and all horde (if horde).
each city has a armor item reward in the quest...
after you get exaled in all your factions cities then you have 5 pieces of armor. (pretty much.. head, shoulders, chest, hands and legs)
to get weapons... you haft to defeat the city bosses (thrall (if ally), king variun wrynn (if horde))
if you have defeated all of the other faction city bosses you get uber feet that give you a slight run speed
